INVITATION TO TENDER

RESEARCH ON HUMAN TRAFFICKING – INTERNATIONAL MODELS OF
ACCOMMODATION AS A STABLE BASE FOR RECOVERY FROM SEXUAL EXPLOITATION

1. INTRODUCTION

Ruhama CLG is seeking to engage a suitably qualified person to carry
out independent research into models of accommodation for victims of
human trafficking impacted by sexual exploitation in terms of best
practice internationally. To date victims of trafficking in Ireland
have largely been accommodated in Direct Provision which has been
already well documented as problematic in terms of trauma recovery. It
has been denoted as a chronic deficiency by international observers,
where the problem is rooted in the ambiguity between the States
obligations on International Protection on the one hand and on Human
Trafficking on the other.

The current arrangements for accommodation of victims of trafficking
in Ireland do not reach the required levels of 'safe and appropriate
accommodation ' (EU Anti-trafficking Directive). Furthermore, the
approach has been evaluated as being predicated on a multi-tiered
service that leads to differential and arguably discriminatory
assistance to victims (IHREC Evaluation report **Apply on the
website**). The State recognises that these arrangements fall short of
meeting obligations to victims of crime and as such, a small
accommodation unit has been established for single female victims on a
pilot basis. Further efforts will be required if Ireland is to achieve
real reform in this area that will ultimately make the state
compliant.

2. BACKGROUND OF THE ORGANISATION

Ruhama is a national NGO providing support services to individuals
impacted by prostitution and human trafficking for sexual
exploitation. Ruhama also advocates to influence policy that supports
and protects individuals. Ruhama provides holistic wrap-around support
for women, men, and transgender women (the sex trade is a highly
gendered phenomena) which support them in dealing with the immediate
impacts of trauma, through various support mechanisms. Services are
offered based on each individual’s needs using a case management
model and trauma informed approach. A core tenet of trauma recovery
can assume that a suitable model of accommodation to meet the needs of
victims of human trafficking for sexual exploitation should begin by
offering a safe and stable base.

3. PROJECT OUTLINE

Ruhama is seeking a researcher to undertake a comparative analysis of
international models of accommodation offered to victims of human
trafficking for sexual exploitation and how best practice can be
implemented in Ireland.

This will be done firstly, by conducting a full exploration of the
relevant international legal framework (on housing victims) and the
national response - both in terms of legal and policy approaches as
well as practical arrangements in Ireland. Direct Provision, Domestic
Violence Shelters and any other accommodation offered to victims of
human trafficking nationally, should be included in the research to
identify the most appropriate trauma informed housing practices in
this infrastructure.

Secondly, it is envisaged that another component of the research will
focus on models of victim accommodation in other jurisdictions, at the
minimum, a sample of six countries in the EEA and the UK. This
comparative analysis will present strengths and weaknesses of
alternative models and identify good practise and suitable approaches
that could be considered/adapted to the needs in Ireland.

The research will require a combination of both desk-based research
and consultation with relevant stakeholders, with existing research
and reports being reviewed. The research must include the voices and
opinions of victims-survivors in Ireland.

4. RESEARCH AIMS

To produce a comparative analysis in models of accommodation for
victims of human trafficking with a special focus on those recovering
from various forms of gender-based violence including sex trafficking.
The analysis will compare accommodation in Ireland against other
jurisdictions. It will review the relevant legal framework and
Government policy in those countries. The aim of which, is to identify
the strengths and weakness of these approaches and recommend evidence
based best practice so that Ireland can achieve reform in this area.

5. EXPERIENCE REQUIRED

THE TENDERER SHOULD HAVE:

* Proven experience with designing and completing a research project
within budget and a tight timeframe
* Knowledge of domestic, sexual and gender-based violence and
government policy in the area
* A good understanding of national and international legal and
policy approaches to victims of human trafficking for sexual
exploitation
* Third level qualification in relevant field
* Demonstrate research of relevance in areas such as human
trafficking, gender-based violence, crime victim assistance and

6. TENDER REQUIREMENTS

TENDER PROPOSALS SHOULD INCLUDE THE FOLLOWING:

* A statement demonstrating understanding of the research aims
* A demonstrated understanding and track record in the research area
* An outline of skills, qualifications and experience in the area
* A work plan/framework identifying the approaches, methodologies,
project deliverables and key milestones/timeline
* A clear outline of arrangements for effective communication with
designated personnel to ensure milestones are being achieved and any
gaps and blocks are identified and addressed
* No overrun on time or cost
* A list of references
* Evidence of insurance/public indemnity
* A current Tax Clearance Certificate

7. COSTS

* All costs must be inclusive of VAT
* The fee quoted should include travel and subsistence costs
* Demonstrate value for money
* Breakdown of costs showing the number of days required to complete
the task, the cost per day and the number of people involved

8. BUDGET

The issue of the request for tender does not imply that the lowest
costed tender of that any tender will be successful. It is envisaged
that the research will take no more than 9 months with a budget

9. COPYRIGHT AND CONFIDENTIALITY

The successful candidate will be required to assign copyright of the
research to Ruhama. Copyright for any illustrations or other material
used should be cleared by the researcher. Sections of the final report
may be made available for public use by Ruhama. Authorship will be
fully acknowledged.
